Unlike any other destination on Earth, entry requires advance approval, a licensed tour operator, and payment of the Sustainable Development Fee — a daily contribution that funds Bhutan’s free healthcare, education, environmental conservation, and cultural preservation. Five steps to your approval
01 Choose a Licensed Tour Operator
All tourists must be sponsored by a tour operator licensed by the Department of Tourism (DOT). Your operator will design your itinerary, arrange guides, accommodation, and transport — and file your visa application on your behalf. You can verify any operator’s license at the official DOT website. Working with an unlicensed agent will result in rejection.
02 Prepare Your Documents
Submit to your tour operator: a scanned copy of your passport (valid for at least 6 months beyond your return date), a recent passport-size photograph, your intended travel dates, and proof of comprehensive travel insurance. Indian nationals may use a valid passport or Voter ID. All document scans must be clear and legible.
03 Confirm Your Itinerary & Pay Fees
Work with your operator to finalise your itinerary. Full payment — including the Sustainable Development Fee (USD $100 per adult per night) and the one-time visa application fee (USD $40) — must be cleared before the Tourism Council processes your visa clearance. Payment is made by secure wire transfer or credit card through the official visa portal. Apply at least 2–3 weeks before travel.
04 Receive Your Visa Clearance Letter
Once approved — typically within 3–5 working days — you will receive a Visa Clearance Letter by email. This document is presented to the airline before boarding and to border officials upon arrival at Paro International Airport. Your actual visa stamp is issued on arrival in Bhutan; ensure border staff stamp your passport.
05 Arrive, Sign the Pledge & Begin
Present your Clearance Letter at Paro airport or the designated land border point. Sign Bhutan’s Pledge of Friendship. Receive your passport stamp. Your licensed guide will be waiting to welcome you — from here, your journey through the Himalayas truly begins. No SDF is charged for nights you don’t stay; extensions can be arranged in-country through the Department of Immigration.

Answers before you ask
No. All international tourists must use a licensed Bhutanese tour operator or approved hotel as their visa sponsor. You cannot apply independently. The only exception is Indian, Bangladeshi, and Maldivian nationals, who may apply for an entry permit directly online or at designated border points.
The Sustainable Development Fee funds free entry to all temples, monasteries, and museums (no separate entrance fees), road infrastructure maintenance, free public healthcare and education for Bhutanese citizens, environmental conservation, and cultural heritage preservation. Think of it as a contribution to Bhutan’s future, not a tour package add-on.
Once all documents are submitted and full payment is cleared, visa clearance typically takes 3–5 working days. We recommend applying at least 2–3 weeks before your travel date to avoid any delays. Your visa clearance letter is sent by email and presented to the airline and border officials.
The $40 visa fee is non-refundable. The SDF, however, can be refunded through the Department of Immigration’s online portal if your trip is cancelled or cut short. Refunds for unused nights are processed after your departure from Bhutan. Extensions must be arranged in-person at the Department of Immigration before your current permit expires.
Yes. Comprehensive travel insurance is compulsory for all visitors to Bhutan. Your insurance details will be required as part of the visa application process. This protects you against trip cancellations, medical emergencies, and other unforeseen events in a remote Himalayan environment.
Paro International Airport (PBH) is Bhutan’s only international airport, with flights from India, Nepal, Thailand, Singapore, and Bangladesh. Overland entry is permitted only for Indian, Bangladeshi, and Maldivian nationals through designated border points including Phuentsholing, Gelephu, and Samdrup Jongkhar.
